PROCUREMENT INFORMATION MEETING FOR THE CONSULTING SERVICE PACKAGE (CS2B) - PEER CONSULTANT OF HO CHI MINH CITY URBAN MASS RAPID TRANSIT LINE 2 INVESTMENT PROGRAM, BEN THANH – THAM LUONG
On December 21, 2021, the Management Authority for Urban Railways (MAUR) in collaboration with the KfW held a procurement information conference for the CS2B package under the mass rapid transit line 2 project (Ben Thanh - Tham Luong route) in the form of online on the Zoom Webinar platform.
The conference was attended by:
- Mr. Bui Xuan Cuong - General Director of MAUR;
- Mr. Nguyen Quoc Hien – Deputy General Director of MAUR
- Mr. Vu Van Vinh – Director of Project Management Unit 2;
- Mr. Vo Khac Hung – Deputy Director of Project Management Unit 2;
- Mr. Andreas Honcamp - Principal project manager (from KFW);
- Mr. Tsuneyuki Sakai - Project Administration Unit, Transport and Communications Division, South East Asia Department (from ADB);
- Representative of EIB;
- Representative of Japan International Cooperation Agency (JICA); Korea International Cooperation Agency; French Development Agency in Viet Nam (ADF);
- Representatives of departments in Ho Chi Minh City (Department of Transport, Department of Planning and Investment, Department of Finance, Department of Natural Resources and Environment, Department of Construction);
- Representative of Hanoi Metropolitan Railway Management Board (MRB), Railway Project Management Unit under the Ministry of Transport;
- Vietnam Construction Consultant Associations; Trade and Investment Promotion Center; Vietnam Construction Law Association; Korean Trade Association in Ho Chi Minh City.

At the conference, MAUR gave an overview of the Metro network planning in Ho Chi Minh City, detailed information about MRT line 2, Ben Thanh - Tham Luong project and CS2B package.
The CS2B is PEER package (including the Scopes of: Project Management, FIDIC Engineer, and FIDIC Employer’s Representative) with cost estimate is about USD 68 mil. which is funded by KfW and counterpart funds of Ho Chi Minh City. The bidding process of CS2B package is organized in the form of International Competitive Bidding (ICB) with Two-stage Selection which follows the KfW’s Guidelines for procurement. The scope of work for CS2B package, includes:
- Remaining scope of work phase A: Tendering phase of all contract packages;
- Project implementation control consultant;
- Engineer role in supervision (for contracts applying FIDIC Yellow Book);
- Role of employer’s representative (for contracts applying FIDIC Silver Book);
- Support and training.
The Questions &Anwers session was very lively with nearly 50 questions from potential Contractors about the consultant selection criteria, implementation progress, applied technology, cost components, etc., which were responded by the MAUR and KfW fully and clearly answers.
As announced at the conference, in February 2022, the pre-qualification documents (PQ) of CS2B package will be issued and is expected to complete the bidding selection and award the contract in the early of 2023.
